OpenAI API Error 403 Forbidden: How to Fix

Updated 10/12/2026

An HTTP 403 Forbidden error indicates that the OpenAI API server understood your request but refuses to authorize it. Unlike a 401 Unauthorized error (which usually means your API key is missing or completely invalid), a 403 error means your credentials are authenticated, but the specific request you are making is restricted, blocked, or outside your account's permissions.

This issue most commonly stems from geographic IP restrictions, incorrect organization or project configurations, or attempting to access models that your API key is not authorized to use. Follow these numbered troubleshooting steps to identify and resolve the block.

1. Verify your IP address and geographic region OpenAI restricts API access in certain countries and territories. If your server, hosting provider, or local network is located in or routing through an unsupported region, the API will return a `403 Forbidden` error.

* Check your server IP location: Run this command from the environment hosting your application to check where your traffic is originating: `bash curl https://ipinfo.io/json ` * Compare with supported regions: Ensure the country code returned in the JSON response is on OpenAI's official list of supported countries and territories. * Disable unsupported VPNs or proxies: If you are running the code locally, disconnect from any VPNs, Tor, or proxies that might route your traffic through restricted jurisdictions. * Adjust cloud hosting regions: If your code is deployed to AWS, Google Cloud, or Azure, verify that the server instance is hosted in a supported region (e.g., us-east-1 or eu-west-1). Avoid deploying to regions close to restricted areas if routing might be misidentified.

2. Check your Organization and Project IDs If your API key belongs to a specific organization or project with restricted permissions, or if you were recently removed from an organization, requests lacking proper context will trigger a 403 error.

  • Verify organization membership: Log in to the OpenAI Developer Platform and verify under your settings which organization your API key is linked to.
  • Explicitly pass the organization and project headers: In your SDK initialization, explicitly define your Organization ID and Project ID. This ensures the request is scoped to the correct workspace.

For Python (v1.0.0+): `python from openai import OpenAI

client = OpenAI( api_key="your-api-key-here", organization="org-xxxxxxxxxxxxxxxxxxxxxxxx", project="proj_xxxxxxxxxxxxxxxxxxxxxxxx" ) `

For Node.js: `javascript import OpenAI from "openai";

const openai = new OpenAI({ apiKey: "your-api-key-here", organization: "org-xxxxxxxxxxxxxxxxxxxxxxxx", project: "proj_xxxxxxxxxxxxxxxxxxxxxxxx" }); `

3. Confirm your model access permissions Not all API keys have access to all models. Attempting to call a restricted model (such as a specialized fine-tuned model you don't own, or an enterprise-only model) will result in a 403 error.

* Check your usage tier: Access to advanced models is tied to your developer usage tier (Tier 1 to Tier 5). Log in to your OpenAI account and check your tier under Settings > Limits. * Check model availability: Run a quick script to list the models your API key is authorized to access. This confirms if the model you are trying to call is actually available to your credentials: `bash curl https://api.openai.com/v1/models \ -H "Authorization: Bearer YOUR_API_KEY" ` * Verify fine-tuned model permissions: If you are calling a fine-tuned model, make sure the model name is spelled correctly and that the API key belongs to the organization that owns the fine-tuned job.

4. Resolve Cloudflare or WAF blocks Sometimes, the 403 error is not returned directly by OpenAI's application layer, but by their Web Application Firewall (WAF) managed by Cloudflare. This happens if your request headers look suspicious or if your hosting provider's IP range has a poor reputation.

  • Set a standard User-Agent: Some server environments strip the User-Agent header or set it to an empty value. Ensure your request includes a standard User-Agent (usually handled automatically by the official OpenAI SDKs).
  • Avoid custom request modifications: Do not strip or alter security-related headers when routing requests through custom reverse proxies unless absolutely necessary.

When to escalate If you have verified that your IP is in a supported region, your API key is active, your organization and project IDs are correct, and the model is accessible to your usage tier, the issue may be a temporary outage or a false-positive IP block on OpenAI's security firewall. Check the official OpenAI status page to see if there are active API delivery issues. If the system is fully operational, open a support ticket via the help widget on the OpenAI Developer Platform, providing your source IP address, the model you are calling, and the exact timestamp of the 403 response.
