OpenAI API Insufficient Quota Error: How to Fix
Updated 10/3/2026
The insufficient_quota error is one of the most common issues developers face when integrating OpenAI’s API into their applications. While it returns an HTTP 429 status code—the same code used for standard rate limits—it does not mean you are sending requests too quickly. Instead, it indicates that your API account has run out of funds, your pre-paid credits have expired, or your billing limits are set too low.
This step-by-step guide will walk you through how to resolve this error and get your API requests working again.
Step 1: Check your credit balance (Pre-paid vs. Post-paid) In 2023, OpenAI transitioned most API accounts to a pre-paid billing model. If you created your account recently or were switched over, having a active credit card on file is no longer enough to keep your API running. You must explicitly purchase credit upfront.
- Log in to the [OpenAI Developer Dashboard](https://platform.openai.com/).
- Navigate to Settings > Billing (or go directly to platform.openai.com/settings/organization/billing).
- Look at your Credit balance. If the balance is $0.00, your requests will immediately fail with the insufficient_quota error.
- Click Add to credit balance to purchase pre-paid credits (minimum $5).
- Ensure Auto-recharge is enabled if you want to avoid future service interruptions when your balance drops below a specific threshold.
Step 2: Verify credit expiration dates OpenAI grant credits (such as the $5 or $18 free trial credits given to new accounts) expire exactly 3 months after your account creation date.
- On the Billing page, click on Usage or check the credit history section.
- Review your "Free trial" or "Grant" details.
- If your free credits have expired, any API key associated with that account will throw an insufficient_quota error, even if you never used a single cent of the original grant. You must add a valid payment method and buy credits to resume access.
Step 3: Inspect organization-level usage limits If you are working in a shared development environment or team organization, you may have set hard limits to control spending. Reaching these limits triggers the quota error.
- Go to Settings > Limits in your OpenAI dashboard.
- Scroll down to the Usage limits section.
- Compare your Approved usage limit against your Hard limit and Soft limit.
- Soft limit: Sends an email notification when crossed.
- Hard limit: Instantly rejects all API calls and throws the insufficient_quota error.
- If you have administrative privileges, increase the Hard limit to accommodate your current API usage. If you are not the administrator, you must ask your organization owner to raise this threshold.
Step 4: Verify you are using the correct API key and Organization ID If you belong to multiple organizations (e.g., a personal account and a company account), your API requests might be routing through the wrong organization—one that has no credit.
In your Python or Node.js SDK initialization, explicitly pass your Organization ID alongside your API key to ensure proper routing.
Python SDK (v1.0.0+) ```python from openai import OpenAI
client = OpenAI( api_key="your-api-key-here", organization="org-YourOrganizationID" ) `
Node.js SDK ```javascript import OpenAI from 'openai';
const openai = new OpenAI({ apiKey: "your-api-key-here", organization: "org-YourOrganizationID", }); `
You can find your Organization ID in the dashboard under Settings > Organization.
