OpenAI API Quota Exceeded Error: How to Fix

Updated 10/15/2026

When developing with OpenAI's models, encountering a 429 error with the message insufficient_quota means your API requests have been blocked. This specific error indicates that your account has either run out of prepaid credits, your free trial credits have expired, or you have hit your monthly spending limit.

This is different from a standard rate limit error (which restricts requests per minute). Here is how to diagnose and fix the "OpenAI API quota exceeded" error step-by-step.

`json { "error": { "message": "You exceeded your current quota, please check your plan and billing details. For more information on this error, please visit https://help.openai.com/en/articles/6897215-our-api-has-been-disabled-for-your-account-or-you-have-exceeded-your-current-quota.", "type": "insufficient_quota", "param": null, "code": "insufficient_quota" } } `

1. Verify Your Credit Balance and Expiration Often, free trial credits expire three months after account creation, even if you have not used them.

  1. Open your browser and navigate to the [OpenAI Platform Dashboard](https://platform.openai.com/).
  2. Log in with your developer credentials.
  3. In the left navigation bar, click on Settings and then select Billing.
  4. Look at the Credit balance section.
  5. If your balance is $0.00, or if your promotional credits have passed their expiration date, you must add a payment method to continue using the API.

2. Add Prepay Credits to Your Account OpenAI operates on a prepaid billing system for API usage. You must purchase credits in advance to avoid quota errors.

  1. While in the Billing section of the OpenAI Platform, click Add to limit or Buy credits.
  2. Enter your card details or select an existing payment method.
  3. Choose the amount of credits you wish to purchase (minimum purchase is $5).
  4. Confirm the transaction.
  5. Wait 5 to 10 minutes. The API credits usually apply to your account immediately, but processing can occasionally take a few minutes before the 429 error clears.

3. Check and Adjust Your Monthly Usage Limits If your credit balance is positive but you are still receiving the quota error, you may have hit your self-imposed monthly spending limit (hard limit).

  1. In the OpenAI Platform, go to Settings > Limits.
  2. Scroll down to the Usage limits section.
  3. Compare your current spend for the month against your Hard limit.
  4. If you have reached your Hard limit, increase the dollar amount in the box.
  5. Click Save.

*Note: If your account is new, OpenAI may restrict your maximum hard limit. You can request a limit increase through the platform once your billing history is established.*

4. Identify Your Usage Tier OpenAI restricts your maximum usage and rate limits based on your [Usage Tier](https://platform.openai.com/docs/guides/rate-limits/usage-tiers). If you require higher monthly spend limits, you must graduate to a higher tier:

  • Tier 1: Requires a minimum payment of $5. (Allows up to $100/month spend).
  • Tier 2: Requires a minimum of $50 total paid, and 7 days elapsed since the first payment. (Allows up to $500/month spend).
  • Tier 3: Requires a minimum of $100 total paid, and 7 days elapsed.

To move up tiers, navigate to your Billing settings and purchase enough prepaid credits to cross the threshold for the next tier.

5. Implement Token Optimization in Your Code To prevent hitting your hard limits unexpectedly, optimize your application to consume fewer tokens:

  • Use cheaper models: If you are testing or running tasks that do not require high reasoning capabilities, swap gpt-4o for gpt-4o-mini in your code configuration.
  • Lower max_tokens: Explicitly define the max_tokens parameter in your API payload to prevent runaway completions from consuming your quota.
  • Set up Alerts: In the OpenAI Billing dashboard, configure a Soft limit to send you an email notification when your usage reaches a specific threshold (e.g., 50% of your budget).

When to escalate If you have purchased credits, confirmed your payment cleared, verified your limits are not exceeded, and still receive the `insufficient_quota` error after 30 minutes, you should contact support.

Log in to the OpenAI Platform, click the Help icon in the top-right corner, and start a conversation with the support bot. Provide your Organization ID (found under Settings > Organization) and a screenshot of your positive billing balance to expedite the resolution.
